Mathews's Million Swine Flu Dead
HEW Secretary Mathews Projected One Million Americans Dead of Swine Flu in 1976. One Soldier Fell
March 15 memo to OMB: return of the 1918 virus, mass vaccine for 200 million. Fort Dix produced a scare; the pandemic never boarded.
What was said
“The projections are that this virus will kill one million Americans in 1976.”
— F. David Mathews (U.S. Secretary of Health, Education, and Welfare) · said Mar 15, 1976 · due 1976
No swine-flu pandemic arrived in 1976. The lone Fort Dix death remained the only known U.S. fatality; the national vaccination drive was suspended that December.
The Story
On March 15, 1976, HEW Secretary F. David Mathews wrote OMB Director James Lynn a short, loud memo.
There would be a major flu epidemic that fall. The 1918 virus was returning. Half a million had perished then; the projections were that this virus would kill one million Americans in 1976. Industry needed orders for some 200 million doses.
President Ford launched a national immunization drive. Roughly forty million people were vaccinated before Guillain-Barré reports and an absent epidemic shut the program down in December. The million dead never clocked in. Private David Lewis of Fort Dix remained the year's only known swine-flu fatality.
Receipts
Primary wording from Mathews→Lynn memo transcribed in Swine Flu Affair selected documents (LSU). Planning context acknowledged; the claim itself is a dated death projection that failed, not a contingency table. Category population (mass-death forecast).
